RFP: Engineering oversight and certification for the 121 Clay Bird Lane berm removal

The Town of Mount Pleasant issued a Request for Proposal for professional services — review, inspection, sampling and certification — on the commercial fill removal and disposal project at 121 Clay Bird Lane. This is the oversight side of the project: the engineer who watches the work and certifies that it was done properly, separate from the contractor who removes and disposes of the material (see Addendum No. 3 for that solicitation). This page is a pointer, not a substitute — read the RFP before relying on anything here. The document is dated September 2026; the date on this entry is taken from the PDF’s creation date.

Scope

The Town describes the project as removal of approximately 1,000 cubic yards of C&D excavated material from the berm, and asks for bids on three tasks:

  1. Plan review. A professional engineer reviews the project plans, Work & Materials Handling Plan, Health and Safety Plan and Community Air Monitoring Plan; reviews prior soil sampling results and NYSDEC correspondence; and inspects the site and berm pile. Fixed fee.
  2. Field oversight, inspection and reporting. Oversight during excavation and disposal under NYSDEC Part 360, DER-10 guidance and the December 2025 amendment to 6 NYCRR Part 375. This includes PID readings for VOC odor, visual checks of the fill for suspect hazardous or contaminated material, daily reports and manifest tracking, sign-off on payment quantities, and sampling for disposal. Bids must factor at least seven business days of field work, two background samples and two representative samples.
  3. Post-removal stabilization and certification. At least twelve confirmatory soil samples under Attachment B of the Work Plan, a site stabilization plan and oversight of the restoration (including clean imported fill meeting Part 375 unrestricted-use standards), and a Site Closeout Report sealed by a New York licensed PE for submission to NYSDEC.

Air monitoring is handled separately. The Town will set up a Community Air Monitoring Program, run by a specialist contractor, to watch for off-site migration of dust, VOCs and lead; the engineer coordinates with that contractor and folds the results into the final certification.
