RFP Addendum No. 3: Commercial fill removal bid deadline moved to Oct 5

Town Engineer David Smyth, P.E. issued Addendum No. 3 on August 26, 2026, replacing three pages of the RFP for the Commercial Material Removal & Disposal Contract at Clay Bird Lane. This page is a pointer, not a substitute — read the addendum itself before relying on anything here.

What the addendum changes

  • New due date. Proposals are now due at 11:00 AM (local time) on Monday, October 5, 2026 at the Town Clerk’s Office, One Town Hall Plaza, Valhalla. Addendum No. 2 had held the date at August 31.
  • Revised Special Notice #2 (SN-2R). The reason given for the extension is the NYSDEC-approved work plan. Where Addendum No. 2 said the plan was being finalized and sent to NYSDEC, this revision says it is “in the final stages of completion and then will be sent to NYSDEC” for approval. The Town intends to give the approved plan to the contractor so bidders can estimate more accurately.
  • Revised Information for Bidders (IFB-1R3). The work description now reads “up to approximately 1,400 cubic yards (estimated @ 1540 tons)”; Addendum No. 2’s version read “up to approximately 1,500 cubic yards”.
  • Revised proposal page (P-2R3). Bids are per ton, based on an estimate of up to 1,540 tons. The page also limits truck trips to 10 per day unless the Town Board approves more, requires NYSDEC-approved hauling manifests from start to disposal, requires the contractor to supply its own water for dust control, and requires a written acceptance letter from the receiving registered facility identifying the material as C&D landfill-only material, not eligible for a Beneficial Use Determination. It also notes that Clay Bird Lane is an active driveway serving the Mount Pleasant Sportsman Club and the Town Organic Recycling Site.
