The Town of Mount Pleasant’s Engineering Department prepared an annotated aerial site plan titled “TMP Emergency Contract Scope of Work (July 2026)” for the Clay Bird Lane mulch and compost piles. The PDF was created July 13, 2026, and the date on this entry comes from that; the plan itself is dated only “July 2026”. It is a single page with no searchable text, so the tasks are transcribed below. This page is a pointer, not a substitute — read the plan itself before relying on anything here.

What the plan shows
The plan is drone photography of the site, stamped July 9, 2026, with outlined work areas, red arrows showing where material moves, and numbered callouts:
- Task 1: Shifted wood log pile south to create additional space for mulch.
- Task 2: Separated, turned and cooled mulch pile; reduced pile size to the cleared space.
- Task 3: Open remaining piles to inspect interior conditions, measure temperature and cool as needed; establish the next pile to be mitigated.
- Task 4: Relocate and stage the existing compost pile (about 500 yards) to the east storage area.
- Task 5: Remove and dispose offsite about 3,000 yards of highly processed mulch.
- Task 6: Break down remaining mulch piles.
A separate callout reads “Provide & Maintain Water Source — Deployed 6K gal Tanker”, and a tanker truck is visible on the right side of the photo.
